I remember spending countless hours playing SimTower as a kid, so when I found out there was a DS version I was overjoyed. Unfortunately it was only released in Japan.

So is there a translation patch, or is one being worked on?

    No, there isn't.

I've been looking into this game quite interested as well.

But there's nothing we can do.

largly image based game (yikes those graphics are terrible, I wouldn't be able to resist changing them)
so far sjis encoding, some text found in the arm9.bin file dumping the images isn't hard to do. nor actuallly is finding the text.

Yes there is get yourself CT2 and dump and translate then when done re-insert. What does it really sound that hard?

You know it isn't that easy. There's text length, pointers, arm9, decompression, compression, etc.
Romhacking isn't an easy thing to do and people usually think all it is, is "dump, translate, re-insert" when it's really never like that.
