Uggh. Of course I've activated it, the backlight cheat is enabled and the game has cheats enabled. I have the option to enable/disable cheats off; and I even press L+R+START+UP out of frustration to see if it works after that. I know how to use the cheat. When I try to use it though, nothing happens (other than my character going up or down). You would think I didn't need to mention such things.
Any other suggestions?

So it seems I should have tested more. The backlight cheat didn't work for Dragon Quest V on the R4 firmware or The World Ends With You on YSMenu. I just tried it on Advance Wars: Days of Ruin and Castlevania: Order of Ecclesia, and it does work on the R4 firmware but not YSMenu. I have no idea why it doesn't work for DQV. Apparently, all games on YSMenu will not use the backlight cheat correctly for me. Additionally, the movement/walking speed cheat (with Y button during map change) for DQV works 100% for R4, and only sometimes for YSMenu.
The main problem is that I use YSMenu because the R4 doesn't list cheats for games like The World Ends With You, and I mainly want cheats for the backlight and sometimes a few others.
PS. I'm fairly sure that the backlight cheat at least didn't (but probably still doesn't) work when the real-time enable/disable cheats option is on.

Played around some more, and I found out that for DQV, the walking speed cheat (with Y button on map change) interferes with the backlight cheat, and that was the problem. The walking speed cheat (always on) doesn't interfere with it. Is there any fix to this? I don't want to be always slow or always fast, but I want the backlight control.
Also, is there any way to make the R4 list all the cheats for games including The World Ends With You or make YSMenu handle the cheats correctly?
