By the way on most states of USA you DO NOT require a license to drive A NON commercial vehicle. it is a misconception generalized what you need a license to drive a personal vehicle, so much what most of the officers do not know and if you show the prove on the law they tell is not true even if they are reading that on black and white.
Even crazier; someone I know who lived in a state that _requires_ a license and is said to be very strict on how they are issued gave him one when he turned eighteen...he never had to take any driver's test (written and the driving portion) or any courses; we still are trying to contemplate how that slipped through the cracks. He went back and took the test to get the license _months_ after they already gave him the offical state one (which works nationwide) at the DMV.

You absolutely do need a license and registration to drive vehicles on public roads, commercial or no.
Class M is needed specifically also if one uses a motorcycle, meaning that with only a Class C I cannot operate one on the road. For buses, a specific license is required _unless_ the number of students being transported is less than said requirement, in which case seat belts are required. So if you are on a school bus with seat belts, that's why they do it that way.

not in most states. people trend to read the first part «you need a license to drive... » and forget the «commercial» part. but need it becomes a custom.
