I am reading a lot of guides on how to mod a wii U and I see terms like
Code:
hbl
cfw

used pretty regularly. What exactly does these two things mean?

HBL loads homebrews from a SD card (SD:\wiiu\yourhomebrew\yourhomebrew.elf) like Loadiine (Game Backup Loader) or homebrew games.
A CFW is needed to patch die signature and region checks of the Wii U in order to play any game from any region.

Would it be best to boot into a CFW every time then?

Is ColdBootHaxChi different than installing Haxchi via loadiine.ovh website and from SD Card?
Both (Haxchi or Coldboot Haxchi) can be installed through HBL's Haxchi installer over an installed and Haxchi compatible eShop game.
Only difference: CBHC applies its CFW or homebrew directly on boot while for Haxchi you still have to tap on it once after every boot to take effect.

How do I check if I installed Haxchi or Haxchi Cold Boot? - I am playing games straight from my main menu, if that helps at all...

If your haxchi says something like "do not touch" then you have CBHC installed. If it still says "HaxChi" then you dont
