Does there exist some kind of Team Rocket hack for HG/SS that turns your character into a male or female Team Rocket Grunt?

I know there have been similar hacks in the past, but I don't think I've seen an HG/SS one...

Check these threads. You can find info about how to make it by yourself. Be aware that not all the rocket sprites are coded in the game, so you'll need to make the ones missing.

I was hoping for something pre-made, I have zero experience with game modding OR spriting.

At least try it, with those programs avaible, it's not hard to swap the sprites already in the game. You just need to be patient to progress something =D

when i was playing HGSS i edited in a cheat that turned the character into the sprite of him wearing the rocket costume. this worked for the most part. the only issues were that there was no bike sprite, and no special sprite like using HMS outside of battle. and i didnt have the costume on during battle either

With the programs, you can change everything manually, altough we haven't found where the HM animation sprite is.

To clarify, I'm not trying to turn the character into the same character in a Team Rocket outfit, I'm wanting them to be an actual Team Rocket person.

There is no premade hack for this. Either bribe somebody to do it (as they'll need to make the bike and additional animations for the standard rocket grunt since none exist) or learn ROM hacking yourself.
