System transfer and region changes

HI everyone,
I have a question regarding how I should proceed with transferring my system from my old 3dsxl to a new 3ds ll. The new one has CFW already downloaded on it, as does my old one. I have tried to do a system transfer and found out that my new 3ds does not have a working eshop (error 007-2007). Even after changing the region. Anyways I don't care about the memory/CFW on the new one and was wondering what would be the easiest to transfer my data from my old Ds to my new one? Any help is appreciated

Trying to figure this out too, not sure if we can even still do a system transfer because the store is gone.
