Hacking sys transfer

i have an old 3ds with a9lh is it possible to transfer the cia to my cousins n3ds sys 10.7

also i have installed tickets so can i just transfer nnid and install the games on the n3ds?

No and No.

If you want to install a9lh on the n3ds, you will need a copy of OoT w/ the hax save, or some other physical entry point.
Tickets and CIAs only run on your 3ds due to signature patching, they aren't signed to be run on something without it.

To elaborate, you can do a system transfer but the games won't be playable (they'll show up in data management greyed out with an X).
