I'll second that yes it does indeed burn fuses if booted with Nintendo bootloader eg. not from sxos payload boot menu

Just to be sure, if i boot the OFW via sxos(or hekate) it wont burn my fuses or if i boot OFW will always burn the fuses?

booting OFW via hekate/sxos/reinx will not burn fuses

when you boot ofw without a payload, that's when fuses burn

This is for the 360 itself, you will not ever run out of fuses with normal usage.
