The Nintendo website's page for virtual game cards mentions "Nintendo Switch 2 Edition" games. Are these Switch 1 games improved for Switch 2 like the Xbox One games improved for Series X?

Some? All of the "Nintendo Switch 2 Edition" games have paid upgrades. Some just have them included in a NSO+ subscription.Yes and some of them you have to PAY for the upgrade
Imo the Zelda ones are just ridiculous as the only upgrade between the normal game and the Switch 2 edition is improved graphics, but the Mario Party and Kirby Forgotten Land ones have actual new content in them.

There are games that are getting upgrades for free. like Pokémon S&V for example.
It's all a little unclear right now. We just need to wait a bit more.
Yeah, I think the upgrade should have been offered to anyone with a purchased version as a courtesy and charging a fee seams like a cash grab. The GPS navigation for BOTW and TOTK is not worth the $20 feeYes and some of them you have to PAY for the upgrade

A game should just run the best it can on the hardware that is supported. Like Xbox 360 games getting upscaled to 4K on the Series X. Having to pay extra for an old game to use newer hardware to its full potential seems like a right cash grab.

To make a profit sure, that's the goal of any business. How businesses go about that you could argue some are more consumer friendly than others.
Microsoft in the case of backwards compatibility is a good example of how to do it. You can put supported discs from the OG Xbox and 360 in the Series X and play them at up to 4K for no additional cost. If your digital games are supported they will just show up on the dashboard ready to install.
