cuz hey i heard about that game a few years ago and saw a youtube video but i never played it but it looks super cool


but now after "playing" it it sucks
although I never cared about it to begin with

Don't think that's the hacked part. The words in caps are disallowed names. Try entering one as your name in the line rider options...
I think the developer added this in the normal (not-ROM) carts as well, not sure, I don't have one.

You will find stuff like that in other ROMs, my guess is that it could be a profanity list to stop people putting in words like that. I have seen word lists like that in games you can play online to stop other people getting offended. If I remember there was something like this in ( I may have the wrong game here ) Mario and Sonic at the Olympics.
