Homebrew Sudomemo on 3DS???

Hey so I have a New 3DS, and I have the Flipnote Studio CIA installed and everything, AND I went into 3ds settings and did the manual DNS and Proxy settings, but it just gives me a 51099 error code when I try to connect to Hatena (Sudomemo)
