TL;DR: I ran into the same problem as OP. Re-downloaded the SafeA9LHInstallerv2.0.3 files and ran through the steps again. Worked just fine.

I actually ran into the same exact issue that Nicole201 originally posted while running through Plailect's guide on my O3DSXL today. When running through the steps in the guide again for the 4th time, I noticed that the files in my SafeA9LHInstallerv2.0.3.7z file were weird and didn't really make a whole lot of sense. In fact, they looked almost identical to the files in the Luma3DS download. Upon closer inspection, they were the same files. I'm not sure where or how it got mixed up. To be even more clear, the SafeA9LHInstallerv2.0.3 zip file should contain:

arm11.bin
arm9.bin
arm9loaderhax.bin (you replace this later with the Luma3DS version)
SafeA9LHInstaller.dat
A 3ds folder with the SafeA9LHInstaller files.

My guess is that this error happens if the arm11.bin file (or related files) can't be found in the root of your SD card. If anyone comes across this post in the future and has a similar problem, please double check your SafeA9LHInstallerv2.0.3 files.

I don't own a Cooking Mama game :(
I'll be going to Portugal the next week and I'll try to get a hold of a copy or 2 of it.
When I return here (I'm working on Talbot Green, near Cardiff) I can send it to you by mail to see if you can, at least, update to 9.2 again.
Well, it might work but since your FW probably is already with errors, who knows what it might do? It can even lead to unrecoverable errors.
That one you'll have to consider the best course of action.

About the browserhax, since the mtheall site is currently moving websites, you can try some mirrors that are available:
http://plail.ueuo.com/3dsbrowserhax_auto.php
http://browserhax.dahou.se/
http://3ds.mordor.space/3dsbrowserhax_auto.php

I tried using the above URLs but I get a message that the browser version is not supported.

Don't recall if you did but can you post your browser version?

I think you can get it from opening the browser, clicking settings (the wrench) and scroll down all the way to the bottom.

Might sound dumb but i have to share what my solution and problem were.
So i had the exact same problem, finally realized my arm11.bin, arm9 and everything extracted from theSafe9LHInstaller file was 0Kb in size!! I had decompressed the 7zip file using winrar, there wasn't any problem with any other files but this one HAD to be decompressed with 7zip. After using 7zip the files were fine and the process was successful on the first try. Hope i can help someone with this.
