hi ! I deleted streetpass through fbi by accident while mass deleting games and i was wondering if there is a way to recover it

Try updating the system (that can often fix broken/missing titles). If that doesn’t work, you need to either restore a nand backup, or if you don’t have a nand backup, follow this guide.
