Gaming Streetpass and Nintendogs

Ok if I have nintendogs on and its closed and in my pocket so I can get some steps on that pedometer, and say I pass someone who doesn't have nintendogs, but their wireless is on and everything, will their mii still end up in my plaza?

Once you close your 3DS, it goes into sleep mode where streetpass is possible. Just make sure you enable streetpass and have your wireless turned on, and any hits will show up in your Mii Plaza. Not sure if Nintendogs has game-specific transfer abilities, but if it does, you have to run across someone else with a version of Nintendogs.

2 separate apps using streetpass, check your streetpass settings and it'll show both.
You can have a few of them active at once, so yeah they will both work.

You can have up to 12 going at once.
