Hardware Strange WiiU Gamepad

When I power on my wiiu console through the gamepad, the tv screen goes black. When I power it on through the console it boots up normally. The gamepad does not work apon startup and works only after going on a game. Any solution, it's very annoying. My console is modded.

is the Gamepad battery charge sufficient??

and if you boot from the Gamepad with the AC power plugged in, what happens??
