It is an updated StartPatch v4.2U. I'm still hoping that someone is porting it over to PAL and NTSC-J.

Still says "In development NOW!"

EDIT: just refreshed the page. Got it now.

Is the source code available by any chance? I would like to port it to other region System Menus.

The person that helped port over the v4.2U and v4.2.1U versions has decided NOT to port over the PAL and NTSC-J versions.
I would be willing to help, but I can't do it alone. According to BlackAce83, it's much easier to find the Original Offset values, if you have a USBGecko. I don't have one!

Checked source. Is that one little patch all that is needed for Wii Region Free on 4.2?

It's there!
Hold down you Shift button, and click the Refresh button.

EDIT: BTW... The Region Free patch forces the game to be played in your Wii's region.

Guys, I just noticed something interesting. Seems that aquilino (the original author of StartPatch) just blatantly copied http://wiibrew.org/wiki/Menu_Patcher, added a few patches, and released it as his own work. Check the source and it bears some *cough* resemblance to StartPatch.

I had no idea its not close its exactly the same
