well in some mario games, there's a giant eyeball that Mario has to fight against. also, it shoots lasers at wherever it looks at. I think its name is Mr. I

Omg, that could totally be it! If you think about it, it could be done with Jigglypuff really well... and they do have a "blind spot" where they don't come after you...

If you look at them, they stop moving so it makes sense.

One thing I don't understand is "All seeing"...that's it.

Hm... well, I can't say I'm not disappointed. Late release, and nothing special. Just another one for the Narutards. I don't see why this was chosen as a Saturday release... I guess because of the major fanbase that the Uchiha characters have? Ah well, still love the project, though I don't agree with the turn it has taken on some of the latest characters.
