The latest update of the Terms and Conditions on Sony Europe’s SEN website started a little buzz in the Sony community. The culprit? Section 7 of the “Software Usage Terms” in the legal documents section of the playstation.net website.
Shuhei Yoshida, after hearing the news, posted this on his Twitter:

Meanwhile, Sony has yet to make any official statements regarding this "change" (and has yet to change their ToS, as well), however it's more than likely that this is just a slight hiccup, and Sony's plans to allow pre-owned games is still the same.
