First party developing for the PSP is guaranteed to shift entirely to the NGP. No developer is going to stick with the easy to pirate for system regardless of PSP model when they can move to the new fortress.
PSP owners might get some neat third party games, but that will be the extent of it.
I think the exact opposite.
There is just no reason to stick around. Think about it. The PSP has been blown wide open to the point that people don't even have to actually hack it to pirate for it. To top it off, it isn't the DS level of hacking where only so many know about it. It is the PSP, where everybody who spends about six seconds googling about PSP's is going to find information about CFW and hacks.
Once these hacks become well known, most third party developers split leaving only Sony and I would guess about 10 or so third party developers judging by the number and frequency of releases. Once the NGP comes out, Sony itself has to shift entirely over. They will wrap up whatever they might have their hands in that is in development at the time of NGP launch, yes. They certainly won't be picking up any new projects where there is literally no more profit to be made.
Third party developers are always the last ones to develop on the PSP, and most are once again, going to move to the profitable system. There is little money to be made in making games for the PSP with the rampant hacking. Developers will have little reason to stick around except for the fact that they have enough money and are making enough elsewhere so supplement the basically worthless endeavor of PSP development.

That's an ignorant response. If you had even seen the specs of the two systems, you would see they have little in common beyond the fact they both have visuals and can play games with sound.
