You just have to try over and over again. Back in the day my strategy was practically using the special attacks only, especially aerial bombs. Remember, the fighter you're facing will always be resistant to one type of attacks, so be sure to have a well-rounded set of at least two attacks you're proficient with. Eventually you'll figure out good sets that won't even give the CPU a chance.
