There was silent 4.3(v2) update. Read this topic and find what's latest shop channel and it's corresponding IOS:

Yeah, that's why I updated IOS56 to v5662, because that's what one of the posts in that thread said the new Shop Channel was using.
The post said that the Shop Channel IOS changed from IOS61 to IOS56. Is that correct? If so, I have the newest IOS56 (v5662) installed.

It might be because the new Shop Channel is v20, and DOP-Mii only will download up to v19!

Well you can download Wii Shop v20 from NUS Downloader, make a WAD and install it using WAD Manager 1.7.

Hmm... That's weird... I just used NUS Downloader to download the "latest" Shopping Channel, I installed it, and my version still says "v19". How do you download "v20"?

Have you updated NUSD database? (Extras -> Update Database)

If not, select lastest version, it should download v20.

Well I just downloaded and installed with WAD Manager 1.7, worked fine. Good luck.
 
Somehow, my Mac was screwing with the Shop Channel WAD file. I copied everything to my SD Card using my PC, and everything installed correctly!
