Any at all? Like for homebrew programming and stuff.
If you're using a chromebook (as I would assume you are since you're asking about ChromeOS) then look up how to get linux running on it. If I recall it's pretty easy to run ubuntu on a chromebook. A simple google search and you're good. Otherwise I don't think there are any utilities made for ChromeOS, they're mostly made for Windows and Linux with a few made of OS X.

Well get a code editor and install this: http://devkitpro.org/ as well as this: https://github.com/smealum/ctrulib for getting started on writing code. Knowledge in C/C++ will help.
There is no way to set up devkitpro on a chromebook AFAIK.
Just dual boot to Ubuntu. Chrome OS is limited as all hell.
The OP's main problem is the fact that he has an ARM based chromebook, devkitpro is for x86 based CPUs...
