EDIT:
Okay so I just followed THIS guide to install Luma3ds. All I want to know now is what do I do with my rxtools!? can I uninstall it, if yes, how do I do that?
(I use Homebrew launcher.)

Sometimes when I launch a game a pop up will show up saying there's an update available. Is it safe update them?

as for action replay codes, I have no idea. About rxtools though, it is best to switch to luma. Rxtools is extermely outdated and can fragment your nand (VERY BAD). I advise you to switch to luma3ds, as it currently is extermely stable and has a very active community. It takes a few seconds, and you keep your emunand and saves

if you're using a9lh you need to go to the eshop to update or use freeshop.same with updated emunand(though you don't need to be on the latest system update if you use freeshop or a ticket)

    devkitPro by defaults use C and C++. So I suppose you start off with C first and then move onto C++.
