how can you convert from NTSC to PAL?

You need to change quite several .tpl file from the US_ENG entries to the EU_ENG or whatever language you have set in your Wii, better to ask Jizmo to remake the PAL version of this themes..!!

Well if the .app files are illegal to post then I won't be posting any more. That's why i guess i keep mentioning #softmii on efnet.

As far as the Mario theme goes, That might end up being the default SoftMii 2.0 theme so we'll see.

They are on FTP right now so get your client ready.
