If you aren't using a new 3DS, SNES games won't work. Just so you know.

I should've been more detailed, i downloaded SNES games off eShop, they all work fine. Just none of the CIA ones work.
How was the cia made? Did you do a self injection? Did you get it from free shop? Some other download site (Untrusted source) Did you make it yourself?

I don't know how to make the snes cia so i downloaded off other source(s) but ended up the same no matter what. I've tried it for Romancing Saga 3, Illusion of Gaia, Seiken Densetsu 3

You really should try making your own, There is a ultimate SNES VC injector you can use here to do it, as long as you have a SNES ROM just load it and it will make cia you can install, it should work cause i tried it. Try it first and then tell me if it worked or not.

thanks, tried it but still can't get it to work. get the same error wwhere the 3ds reboots. I've tried it with GAIA GENSOUKI (Illusion of Gaia)

Installing CIA itself works fine, just when i boot the installed SNES/SFC CIA, it gives an error message saying 3ds will now reboot afterwards (basically crashes) FBI should be newest 2.4.7

Sorry i'm not much help, never had this problem. I would suggest trying another memory card to see if the problem is that. Making sure is formatted using official SD formatter nintendo suggest then use the gui fat32 Format tool to make sure it correctly format to fat32. You can also use godmode9 to format sd card.

already done, and eveyrthing else works, just not SNES related CIAs

I've been trying the SNES CIAs but I am still not able to boot and I can't figure out why. Does no one have any solution i can try?

Super Famicom downloaded from official eShop works perfectly fine.
When I tried converting my own roms to CIAs or downloading it off sites, i always end up withe error 「エラーが発生したためソフトを強制的に終了しました。再起動します。」 translation is An error has occured and the software will force close. System will reboot.

I've tried; Super Mario World, Gaia Gensouki, Dragon Quest 1&2, 5, 6, Seiken Desntetsu 3, Live a Live, Romancing Saga 3

Are you using a JAP region 3DS?

I am using Luma, version 6.6-b16d887 (dev), according to the updater

Payload type: arm9loaderhax
Payloadpath: /arm9loaderhax.bin

anything else i should / could try checking?

Try using the official luma 6.6, usually i don't use dev of anything without concent from some comfirmation. So just try the official release instead. I dunno what kind of stuff the dev has as i never use it but could be the issue.
