Yes, but unless someone has made a patcher for doing that, you're going to have to extract the romfs and replace the audio files yourself.

You can just switch the language that the game is being played in to Japanese in HANS which would give you the Japanese voices

Hans works on o3ds but you just can't force games to run faster you should be fine with language changing
