ROM Hack Smash update question

So I downloaded the DLC CIA for Smash that contains Bayonetta and the other new characters but I'm unable to find the 1.4 update that's supposed to go with it. I have a physical copy and a cia copy of Smash so I was wondering if I could update the regular way on both of them without needing to download the update from that site that shall not be named. XD

The cia is a USA copy so the update should work on it, right?
