Hacking Gaming Smash mods not working

So i've followed all the tutorials I could about installing smash skin mods and I've put ARCropolis and skyline in my atmosphere folder and created an ultimate and mods folder and put the mod in there (which is copy x over megaman) and nothing works. no matter what I do I can't seem to get it to work. does anybody know a quick fix?

EDIT: fix archive bit in hekate works like a charm and got it up and running!

Download the latest version of Skyline and put the exefs folder in atmosphere/contents/01006A800016E000

i did that and it didn't work :/
