Hmm, I've tested the SD and it is actually about 10GB.
Will a Samsung Extreme 32GB MicroSD do?
You tested it with h2testw and let it run to completion?

That's pretty strange. Maybe it is genuine but faulty. If you have any spare cards try those. If they don't work, maybe your Sky is faulty.

32GB should be plenty of space for 3DS ROMs. Remember, NEVER purchase any non-branded SD cards, especially if they claim to have a large capacity but are dirt cheap. Reliable brands are Sandisk and Samsung, usually you'll get your money's worth in terms of reliability and longevity. H2testw is a useful tool for diagnosing if you have a genuine SD card or one with a fake capacity.

Sounds to me like a genuine card with defects or maybe its about to die.

Definitely follow this advice. Also I strongly suggest you stick to known good brick and mortar retailers to buy. Too much risk of getting a fake card when buying from ebay and the like. You will likely pay as much as 15% more, but consider whether that savings is worth the risk.

In regards to the new card, iirc neither the Sky3DS cart nor the 3DS itself can take advantage of the increased R/W speeds that Sandisk Extreme cards boast over Sandisk Ultra versions. Since Ultra cards tend to be cheaper than Extreme in most cases, I would suggest just sticking with that.

For reference, the Sandisk cards are sorted as follows based on R/W speeds:

Sandisk < Pro < Ultra < Ultra Plus < Extreme < Extreme Plus < Extreme Pro

I think your math is off. 16GB labeled media should report as ~14.8GB. I personally checked three 16GB cards (two micro and one SD) and a 16GB USB stick. One micro reported 14.83 GB according to my phone, where it is currently used, the other micro and the regular SD reported 14.8 to my computer. Both ones tested in the computer reported the exact same capacity in bytes and a quick conversion to GB came back at 14.829 GB, so all three likely report the same byte capacity and my phone just reports an extra degree of accuracy. The USB stick reported 14.9GB.

Never buy Samsung, SanDisk or Kingston memory cards from eBay. If eBay is your only means then buy Transcend or Toshiba ones. They are legit so far, I have few of those (Class 10, UHS-1)

For buying genuine SD cards, go to Amazon and only take a view on big brands.
Amazon is getting as bad as ebay with the influx of third party sellers.

If you decided to buy from Amazon, you need to pay attention to the who is selling AND who is shipping the item.

Items that say "Ships from and sold by Amazon.com." SHOULD be fine.

Items that say "Sold by _________ and Fulfilled by Amazon." are probably ok as the sellers stock is stored at an Amazon distribution center and Amazon handles customer service.

Items that say "Ships from and sold by _____________." should be avoided. In this case the seller is the one providing the product and Amazon has no control over the customer service or the product quality.

You should add in 'pixtor' what would that fit in?

If I understand Sandisk's advertisement and product info, "Pixtor" devices are the same as whatever other category the fall under. Supposedly Sandisk has done some sort of optimization on the card for use with digital cameras, but I have my doubts on the validity.
