Gaming Sky3ds as update cart

As the title says, can I use sky3ds as an update cart?

Is the update file inside the cart of every game found here http://www.3dsdb.com/ or is it within the game itself?

If it's the latter then shouldn't a sky3ds work as an update cart if ever I was to have a copy of a certain game there?

Yes, you can. I've use a 9.2.0U Smash Bros. Dump to get a system to 9.2. However, I was also able to use my Sky to switch to Cubic Ninja, so I didn't really care for being without a working browser.
