Hardware Short question about cartridge?

Uh, I've got a question that popped up in my mind.

See, I've got a Fire Emblem FATES Birthright physical cart. But since the Freeshop is dead, I can't get the DLCs for it.

Instead, I thought of this:
"Is there a way to, with the availability of a blank 3DS cart, transfer the Special Edition and its DLC into the cartridge?"

Is this even possible? Because if it is, I might wanna try to do it.

You can install the .cia DLC for the game. However do note that whenever you connect to the eshop, the DLC will be deleted and you will have to install it again.

You can't merge DLC into a game, also I am pretty sure blank 3DS dev carts only work with dev units and dev signed software.

Well you really can't, you can always install the cia format of the special edition, and look for the DLC files (Don't asks here on the forum), not possible to transfer to a retail cart.
