PS4 Firmware revert help

I followed modded warfare guide on youtube to try and revert a PS4 firmware, I got the same motherboard as the one from his video SAC-001 but when try to connect using the PS4 Syscon tool I get the error below, I've checked and pin 15 is lifted and not making contact. I've made sure pin 16 is soldered back. Any hints or advise would be apprciated.

I've checked and the voltage across pin 15 was 3.3v but on pin 16 is 0.44v ... Not sure if this is wrong or write as the wiring diagram shows 5+ is connected to pin 16 but modded warefare doesn't do this and says its not needed!

This is a mod even I have never done, but I would suggest you check if the solder points the cables are connected to on the ps4 pcb isn't bridging any nearby pads or tracks
 
Are you certain the previous firmware is ≤9.00
I'd hate for you to go through all this trouble just to find out the previous firmware version you can revert to isn't jailbreak-able.

I'm not certain but I bought the console cheap and wanted to try it just for fun. I've already got another that is jailbroken, this is just for learning and fun.
 
There are several things to check in your case, Is syscon receiving 3v? , your teensy (?) should be feeding It . Console should be disconnected from power when Reding /writing syscon , also no hdmi connected or other cables , i've found lots of errors when trying to read/write with those cables connected to power/PC. Have just the teensy cable connected

I now this is old post but maybe will help somebody , you soldered to the wrong syscon alternate point ,the schematics for SAC-001 ps4 mb posted in the video are partially wrong, i marked the corect D2 point with the green arrow. For power you can use 5v from teensy with ac cable not connected to ps4 power supply or you don't solder 5v from teensy to ps4 mb and use ps4 power supply conected to ac (standby) but not powered on.

Did you got the problem fixed ? I have same error i'm using teensy 2++ on SAC-001 mobo, it reads Macronix NOR chip and not syscon i've checked if pin15 & 16 are shorted or not ,D4 from teensy is soldering to VDD/Pin15 in syscon and normaly it should work but it doesn't (btw the D2 soldering point in ModdedWarfare video is wrong its the 2nd point before it)
