Send a magic packet to a PC from the PS4?

Is it possible to send magic packets (WOL) from the PS4 to the network? In this case to wake up a WOL-enabled PC? If possible without installing CFW or anything other breaking Sony's license and PSN(I still have games from the PSN I'm playing. Don't want any bans.)?
 
With CFW might have been tricky even in the best case scenario*. Without it... the PS4 has a web browser so you would probably have to install a custom website/application on a server on your network (raspberry pi, fancy router** that has such functionality, PC that is always otherwise on, phone/tablet perhaps but you would probably just use that...) and browse to that with the PS4 and have that fire the laser wake on lan packet.

*I really dislike most implementations of wake on LAN, and when combined with ISP level routers that have their own ideas about how the world should work... oh dear.
