Homebrew "Section 3. Launching FBI" I'm having trouble

I'm at this step for downloading CFW I am having trouble with number 10

1. Launch the Download Play application
2. Press (L) + (Down) + (Select) at the same time to open the Rosalina menu
3. Select “Miscellaneous options”
4. Select “Switch the hb. title to the current app.”
5. Press (B) to continue
6. Press (B) to return to the Rosalina main menu
7. Press (B) to exit the Rosalina menu
8. Press (Home), then close Download Play
9. Launch the Download Play application
10. Your device should load the Homebrew Launcher
11. Launch FBI from the list of homebrew

When I launch the download play app it loads the app with the Nintendo 3ds logo and it won't go to the homebrew launcher. Any help would be appreciated. Thank you

I dont think I currently have a CFW installed and also my homebrew launcher does not work at all.

You're running Rosalina which is apart of the latest Luma3DS. You do have CFW, try this solution above.

My FW is above 9.2 so these programs don't work

check that there's a file named boot.3dsx and a folder named 3ds in the root of your sd card.
