Though you can no longer download games with Wii U USB Helper (yes, it supports 3DS), it should still be able to list versions, you need the title key site added to your hosts file though as the domain expired, and you need the workaround to make Wii U USB Helper run.
Thanx for the detailed explanation. Sounds a bit complicated, but if it works it would be worth a try. Sadly, I'm not aware of any working titlekey database - at least not for 3DS titles. And I think it would be be indecent to ask for one.
