Is there some sort of homebrew that would allow games and savedata on an sd card that doesn't belong to the system to be read and restored?

No, the content is encrypted and can be only decrypted by the console that made the data.

You may be able to make use of this: http://www.maxconsole.com/maxcon_fo...ter-failed-transfer-NNID-already-transferred) if you are trying to do an offline system transfer (you can ring up Nintendo to get your NNID transferred). Very complicated though.
