Hardware RX 480 Performance issues

Of course not all 1000W PSU is created equal, I know that. You cannot damage your computer by having all those extra watts, where not having enough can be damaging. It not like the PSU constant draw be 1000W all the time, it will draw however much it needs to for a computer up to 1000W (maybe lower then that for safe operating ranges, but almost never at that marketed amount). I have 4 physical CPU in my computer and needs those high wattage PSU.
Also you shouldn't even think about even getting close to the rated wattage, as the PSU can not will get unstable even within the upper limits, even with the very well reputable brand.

I installed an older driver from April and now the game won't even boot. I'll reinstall the new one

Idk if it's a good idea buying another psu, sure it might be good for future config. What if the same problem occurs? If money isn't a problem and isn't there any kind of return policy if you don't like the product?

Rwbot in safe mode, uninstall amd drivers and if you didn't do it again for nvidia. So you can do a clean install of gpu drivers. First try those that came with the gpu itself

Well, I just sold the RX 480 for over twice what I paid for it. I'll be using the 960 again for a little while

If your looking for a new gpu,i'd say go with the 1070/1080. My old rig had an 1060 3GB and it ran games beautifly.
