ROM Hack Rosalina Menu doesn't have plugins?

Im trying to use the action replay but i dont see the plugin option in the rosalina menu. ive created a patch for plugins: /luma/plugins/

in here I have cheats folder with the actionreplay.plg again along with the cheats txt files

I'm currently on luma3ds 9.0
I'm on the latest firmware

Never mind i found it. Urgh, now its not showing up that little message that says plugin is loaded.
