hello I have yet to find a successful way to rename my roms to a offical name and number and i also would like to sort by region. I have tried a couple but all seem outdated

Try (NDS ExplorerEx). Its shows the NDS-Game-Image as Icon and Game-infos as ToolTip.

the problem im having is that programs are not recognizing some of my roms thanks for the fast response...I like this app but I want to do this in a batch way

Well, are some of the ROMs in RAR files? You have to extract them.

In addition, some programs can't recognize some ROMs due to being outdated.

Also the ROMs should be unpatched/unhacked, they should be clean dumps (as that's what the databases recognize).
