Preloader is a very good app, besides Any Region Changer can change your video mode output too.

I am on a PAL Wii and set my video output to NTSC resulting in full screen picture and of course 60HZ.

To make extra sure I have bought a composite cable.

I used AnyRegionChanger to change my Output to NTSC and the game boots up fine now through the Disc Channel and all, a bit thanks

Glad you got it sorted, I also had the same problem (Green Screen) with v3.2e & I just loaded RB2 through GeckoOS v1.9.2 & it worked fine.
