I knew I said it somewhere. Funny thing is that it was my first reply.

The only thing I can think of is the modified whitelist cia could be the culprit, so you will have to figure out what the original file was so you can obtain it from 3DNUS.

Could this be the same reason I can't load any DSIWare game?
Any way to install that whitelist somehow on 11.0...?

Installing the whitelist cia on 11.0.0 with cfw works fine

If you don't have cfw then I am not sure if you can sorry

Edit: The specific problem that we were talking about in this thread is to do with the way the ctrnand transfer works and somehow broke loading dsi/ds games. If what has happened to you hasn't occurred after doing a ctrnand transfer (Not a system transfer) then although the problem is the same, I doubt the solution will be the same.
