Hacking Restore freeshop games without internet

Hi, so I have to format my o3dsxl to remove the parental protection but I don't want to download all the games again from freeshop or cia files (as it will take a long time to just download 1 game) as I have bad internet service. I wanted to know if there is a way I can restore all the games I have on my sdcard. I have a cfw on my 3ds and I know if I format, the saves will stay In the sdcard but the games won't.
I'M a noob and really need help.

Well you have basically a few options
Redownload all of the CIAs and have them on standby
Use GodMode9 to make CIAs of your already installed games
Once you format your system, then you loose the games installed to that NAND.
You can make a NAND backup, reformat with the SD removed, then restore that NAND. But I am pretty sure that will restore the NAND with the Parental settings still on.

You shouldn't need to format, you can disable parental controls by using https://mkey.salthax.org/
I don't think it would let you format without first disabling parental controls anyway.

Didn't work I followed all the steps but it gave me 5-digit number and it should be 6-digit. Is there another way ?

Is the 3DS updated to the latest version?

So figured it out I don't need a master key as I am the one who created parental protection. The reason is child online privacy protection is on (and the only one on) and can't disable it until I get an authentication code which I couldn't receive with email. I can't play online in games such as acne or others even thought I disable parental control.

Yeah, I had that problem too when I set up my youngest brother's 3DS. Never should have entered his real birthdate...
But he's older now so the issue went away on its own. I think it's only enabled if the set birthdate is younger than 13 years.
I think you might be better off just calling Nintendo and getting it sorted out with them.
Though, I think there's a way with GodMode9/Decrypt9 to dump SD card content to .cia, not sure how though. You'd also need to backup the saves with JKSM, but that's the easy part.

I was excited that I found a 3ds with a version lower than 11.4 that I signed with the birthday date 2017...
