I wasn't aware that there was a way to arrange the icons in a specific order...
unless you're talking about renaming the folders to sort them by name, in which case you could use something like CTRXplorer to rename the folders to sort them for now.

if you add the hb apps you have in a certain order (ex. emptying your 3ds folder into another folder and adding them back in the way you want, such as emulators followed by utilities followed by hans shortcuts) they will appear in that order. I just dont want to do that everytime i add a new app, which is often.

If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction -
