The best bet is for portable chipmusic creation is emulators. Many platforms have native music production tools. Once we have more robust emulators programs like LSDJ, NTRQ, NinjaTracker, ProTracker, and Prodigy will provide a near limitless sound palette.
 
Yeah, we really need a NitroTracker(DS) port to the 3DS with all the functions..
Maybe even some new ones, like more effects for tracks, and editor options for the sample recorder..?
 
I think you can use retroarch's game music emulator core... it support most of the game music's fornat
 
It’s nice that this thread still is alive. But this will never ever happen. There will never be a chiptune music tracker for the 3DS.

This should have happened 5 years ago :D
