So I was forced to connect a dummy PSN just to do the QCMA transfer of VPK's. But now that I got the 8 VPK's installed and done for now, how do I remove the PSN account? Do I just delete the system.dreg and act.dat?

Like you I did a restore when vitamin came out and haven't used psn ,don't need to now
I just deal with the slow FTP transfer I don't mind , a 400mb file takes 10 minutes to transfer
