For those still having trouble, this will enable you to skip the step entirely:

It generates the key legally via a maths equation, a la Wii Common Key generator.

not sure why simon didn't specify but this script generates the ssl_rsa_kek, not the eticket_rsa_kek. ssl is used for extracting your cert.
