I think this has been asked several times (homebrew launcher -> .cia). As far as I know, it's the payload that allows .3dsx files to run. The homebrew launcher is just an easy way to choose what to run.
If you are on a fully hacked system anyway, why would you need a payload? The system is hacked, so any program, such as the homebrew launcher itself, can directly request the permissions that you would normally need the payload to get.

Because it's the payload that technically allows for .3dsx files to be executed. It's not a permissions thing. The source for the Ninjhax 2.x payload isn't available yet, so it's not going to be easy to implement into CFW for a while.
.smdh is a format used by Nintendo as well, and has been used since the first ninjhax. I think if support were to be added for "meta.xml" and "icon.png", then smealum should adopt it for his homebrew launcher too.
Oddity I have noticed: switching from a custom theme back to the Default theme cause weird issues. The top screen is messed up, and the bottom screen stays the same as the theme you were just on.
Restarting HBL fixes it and Default theme is functioning normally.

It was a copy and paste error... The theme graphics drawing code checks whether the images have an alpha channel so it can call the correct ctrulib drawing function. I moved this into a separate function to reuse the code, but forgot to change the name of the variable it used when drawing a non-alpha image to the name of the parameter passed to the function. So if any images were used which did not have an alpha channel they would always be drawn as the top wallpaper! Should be sorted now though

That's a bummer. I was hoping you could have added it to your main post just for quick reference. And then people could use it and since each title is listed as being what they were they could find the one that wasn't ignored properly and find their own Title ID.

Here, I finished and tested the list of system title IDs for US New3DS and Old3DS. @Xenosaiga made most of this, I just added and fixed a few things. Give him most of the credit
Download Play's Title ID seems to be different depending on version or something. You might want to include both if you're adding that to ignoredtitles.txt.

One thing I noticed is that Game Notes (the last in the list) would still show up on New3DS, until I added ",0" to the end of ignoredtitles.txt. If you have something showing up still, try that.
