Check if you are connected to the right wifi network (the one of your Android device), you can do it directly from the 3DS browser with the info button.

thank you for your apps, it really helps alot!
I had problem from launch http://go.gateway-3ds.com/ before.
I use your app with 3G data disabled and using QR code.
I using it for rxtools 2.6 too, just rename Launcher.dat to rxTools.dat from http://launch.rxtools.net/

the problem raised when rxtools update the way it work.

now rxtools don't use *dat anymore, for folder and *bin

I try to change the launcher file name to rxTools/sys/code.bin but it doesn't work

can you I use your app to launch custom URL like https://dukesrg.github.io/?rxTools/sys/code.bin ?
or, is there alternative to use QR code to launch that link that didnt need for active internet?

To be honest, I haven't touched this app (nor my 3DS actually) for a long time. The core of the app is currently the HTML version of the Gateway exploit, made by @duke_srg ; I think that if there is an update to be done, it would be on his side. If the HTML is updated, I'll be glad to publish a new version of the app, it will normally update itself on startup (I'll post a message here too).

Just for information:
I didn't test if https://dukesrg.github.io/?rxTools/sys/code.bin work for me because i don't want updating my O3DS XL.
But:
-I download html source of this link.
-I modify apk file (replace index.html) and rebuilding it.
And work fine for me (my browser version is 1.7567) but not work to a friend (his browser version is 1.7455).
