First off with the latest build im not having 99.99 percent errors and things are downloading and installing. But when i was getting errors i was downloading at 1mb or higher but now i cant get higher then 350kb but the installs work. Also how do i download dlc? I see dlc and a trashcan next to it.

The speeds likely aren't freeShop related, nothing was changed in that area. Not sure.

As far as DLC goes, it can be a little confusing, so I should probably add to FAQs:

If the trash can icon is there, it means you have the DLC title installed already and can therefore only delete it (by clicking the icon). All DLC is lumped together with the same title id, so even partial installs will show it as installed. If you're missing DLC, just delete it and reinstall it. If eShop installed it, or you previously purchased some DLC through eShop on that console, you may lose the DLC freeShop installs when you revisit eShop. This is currently unavoidable.

Reactions: I pwned U!
You can't even use this without custom firmware, so don't even bother.
are you on purposely trying to annoy me?! of course I already have the freeshop with a 9.2.0 o3ds on cfw (a9lh), I also have a regular 2ds on 11.0.0 and a n3ds with 11.0.0 . happy?!

No, you're just not including the proper information in your posts. You're all over the place. To answer your original question, you can play out of region games with a custom firmware that supports region patching or you can change the entire region of the console.

okay. but I was asking if for example I downloaded a eur game, im using a cfw 3ds, and say I wanted to download play with a 3ds without cfw, and is also usa, would that not work, theres my question :)

It would work. I tried it some time ago. Installed mario kart on my cfw 3ds and download play with my non cfw 3ds
That's not what he's asking. He's asking if out of region download play would work with a system without custom firmware. Though quite honestly, I guess all he'd have to do is try and find out.

I managed to encrypt a decrypted title key bin file containing the decrypted titlekey for metroid federation force but the freeshop says it can't detect my enctitlekey.bin file even if I rename the file to download.bin. I placed it in the 3ds/data/freeshop/keys folder too.

Even with the key, the game info needs to be in the cache, sorry. I will be redoing the cache soon to have most (though not all games) from eshop. I just triggered a cache rebuild, once it's done you can restart freeShop to get the new cache and it should work: https://travis-ci.org/Repo3DS/shop-cache/builds/155810543

EDIT: btw, it shouldn't matter what the name of the file is in /keys/ it will read ALL files in that directory. So it's ideal that you don't have duplicate keys in files or it takes slightly longer to boot freeShop.

OK federation force is downloading from freeshop now, I got the whole decrytitlekey bin including federation force that doesn't have a encrytitlekey.bin on the titlekeys site if anyone wants to encrypt it since D9 won't encrypt a file containing 3400+ titles.

Hey, so I have a "friend" that uses this, and "he" thinks it might be a good idea to be able to hide updates for specific games when browsing through the list of installed titles. This might come in handy for ROM hacks and translations that might get broken by installing an update.

Well i dont know how it happend or how to reproduce it myself but i thought i may better post it anyways. While using freeshop i got this crash message (2.0.3) without doing anything. Ive installed and deleted an update 5 minutes ago but there everything went fine. Then while browsing and just listening to the wii shop theme it just stopped and this error message popped up.

This looks like a problem with Luma3DS. Try reporting this on the Luma3DS Github page.
