First I don't see the utility of using two device for watching a video. Second I think there is UsendMii

the browser's youtube playing is actually pretty good unlike the app.

Yeah, but that's basically DRC -> Wii U -> PC
What would be awesome is direct DRC -> PC

I know. I've tried it, I couldn't even get it to compile, and I have yet to meet someone on this website who's successfully gotten it working

got it working no problem it's just a python script the real issue is making your PC connect to the Wii U's special gamepad wifi

Hopefully this will lead to being able to use the gamepad in wii mode to play wii games that require nunchuk / wiimote using some kind of emulated wiimote controls.
